- ➤ Colorado lawmakers and Insurance Commissioner Michael Conway proposed a 1% fee on homeowners policies to fund two state programs—one that offers grants for hail-resistant roofs and one that provides a reinsurance fund for wildfire losses—aiming to lower premiums even if the fee adds about $32 a year to an average policy.
